Information on Issuing Export Certificates under the Act concerning Agricultural, Forestry and Fishery Products and Food

The Act on Facilitating the Export of Agricultural, Forestry, and Fishery Products (Act No. 57 of 2019, hereinafter referred to as the “Act”) was promulgated on November 27, 2019. In accordance with the Act’s coming into effect on April 1, 2020, the following affairs of prefectural governors, mayors of cities having a health centre, and mayors of special wards are now subject to legislation.

Applicable affairs:

  1. Issuing export certificates (limited to those certificates pertaining to sanitary certification), pursuant to the provisions in Article 15, Paragraph (2) of the Act.
  2. Examining applications for certification of conforming establishments, pursuant to the provisions in Article 17, Paragraph (2) of the Act.

* The place to apply, the necessary format of the application, supporting documents, and other information for each procedure are stipulated in the Procedural Rules for Issuing Export Certificates for Agricultural, Forestry and Fishery Products and Food (decided April 1, 2020 by the Minister of Finance, Minister of Health, Labour and Welfare, and Minister of Agriculture, Forestry and Fisheries) and the attached outlines for each country.
