Summarized Results of Tokyo Metropolitan Government plan for the monitoring of and guidance on food sanitation of Fiscal year2016

 We have summarized the results of the " Tokyo Metropolitan Government plan for the monitoring of and guidance on food sanitation of Fiscal year 2016" based on the Food Sanitation Act.

 In the fiscal year of 2016, we have implemented monitoring and guidance of 339,852 in total of food-related businesses and facilities (except for designated facilities in the Special wards, Hachioji City, or Machida City) to provide guidance in hygienic handling of foods, etc. In addition, as a result of inspecting 109, 084 items of foods, etc., we have found 12 items (12 samples) violating the laws, including scallops with detection of diarrhetic toxin exceeding the standard value, in which cases we took necessary measures.

The Results of Main Monitoring and Guidance of fiscal Year 2016

In the fiscal year of 2016, the following four projects were implemented as the main monitoring and guidance projects.

Prevention of Food Poisoning

6,182 installments of social and welfare facilities and meat handling facilities targeted for monitoring and guidance

  • As the countermeasure against the most frequently-occurring Norovirus food poisoning, we have conducted monitoring and guidance on 3,575 facilities including social and welfare facilities and hospital food service facilities, etc. In addition, we have held an emergency sanitation workshop for facilities providing food for the elderly to make sure thorough sterilization of vegetables to be served unheated, after an incident of food poisoning caused by Enterohemorrhagic E. coli due to marinated cucumbers served at a nursing home in Tokyo last August.
  • With the Campylobacter food poisoning incident due to insufficiently heated poultry served at meat related event in Tokyo last April, we have conducted monitoring of 2,607 restaurants, etc. in total, mainly during the summer and year-end mass monitoring project, where we instructed them to make sure the cooking temperature and time are enough.
  • Based on the reports from doctors and information received from citizens about their sickness due to food poisoning, we have conducted investigation on 1,145 cases *As a result, 128 cases * of these reports filed are determined as food poisoning. ( *Sum of the Metropolitan Government, Special Wards, Hachioji City, and Machida City)

Measures against Improper Food Labeling

190,639 cases in total of monitoring of food labeling against food-related businesses and facilities

  • As a result of conducting the labeling inspection for 839,668 items of 190,639 installments of food manufacturers, distributors, and retailers based on the Food Labeling Act and Rice Traceability Act, we have found 2,536 cases of improper labeling, where necessary measures were taken such as having the label revised.
  • We have held workshop to educate proper labeling promoters twice, where 753 businesses have participated.

Measures against Improperly Imported Foods

45,513 items of imported foods, etc are inspected, which are distributed in Tokyo

  • 1 item (1 sample) of chicory has been found violating the laws in the value of residual pesticides, and a notification was sent to the municipality where the importer is registered.
  • We conducted total of 189 visits to importers to grasp the management system in case of any accidents, as well as instructions according to their handling status and inspection of the foods.

Measures against Radioactive Substances in Food

1,200 samples of foods distributed in Tokyo inspected

  • As a result of conducting the radioactive substance test on 1,200 samples distributed in Tokyo, no samples were found exceeding the standard value.
  • As a result of conducting radioactive substance test on cattle (88,307 heads) slaughtered at Shibaura Slaughterhouse, none exceeded the standard value.
