Pesticides which do not break down in the environment and which accumulate in the body are not allowed to be registered as legally available pesticides and their use is prohibited.
Per the Agricultural Chemicals Control Act, pesticides undergo a variety of tests concerning their safety and accumulation in the environment before they may be registered for use. Safety testing includes testing on animals, toxicity testing, testing concerning inhalation and excretion, and carcinogenicity testing.
In addition, even after a pesticide is approved for use, it is only registered for a period of three years, after which it cannot be produced or sold unless it is re-registered.
